Do #bollards that control commercial areas work?

I haven't reviewed property values or commercial receipts in the #Spui #pedestrian zone of #TheHague but signs point to a thriving #business district that could work very well in many other cities.

Photos show a yellow emergency vehicle that has easily entered the walking zone and another photo shows one of many active pedestrian business streets in #Spuiplein.

#Cars are alive and well in the #Netherlands. But where people #drive is carefully controlled.

What's going on here?
One of several entrance points to the #Spui #pedestrian zone in #TheHague controlled by retractable #bollards (pollars in #Dutch). To the right of the image is entry into a paid car #parking lot.

Delivery vehicles may enter car-free zones at fixed times of the day. Taxis, transit, people with parking in their buildings, and emergency services can come & go freely. Does it work?
