New York and Connecticut’s VRAs, the NYVRA and CTVRA, respectively, contain a “#democracy canon” that directs courts to construe #election and #votinglaws liberally in favor of protecting the rights of #voters and ensuring #minority groups “have equitable access to fully participate in the electoral process.”
