Thanks to @zhivi's I've been able to put the pieces together about the extra weird part of the continued recommendation that just change instances if they land in a hostile one.

We've been there and done that, throughout .

I presumed there was general agreement among progressives that things like weren’t ideal. I guess not.

@zhivi, I'm curious if there might be a significant correlation between of the mid 20th century and and of the late 19th and early 20th centuries viz. . My initial hunch is that more wet towns than dry ones are likely to have been sundown towns, mostly because of the strong connection between some abolitionist and prohibitionist groups.
