I have made a few of these. We called them "tire flowers". They make great flower planters. They can also be used as road or parking obstructions. one could use a bunch of them to protect a bike lane. It's also a way to recycle.
1. Draw a pattern in chalk along the edge of one side of the tire to get the pattern you like.
2. Cut the sidewall not the tread. Use a very strong sharp blade. After you cut all the way around the tire, one or two people, wearing gloves, grab and flip the rubber upwards while weighing down the center.
3. Paint or decorate it however you like, fill the center up with dirt. (maybe concrete) plant some flowers in it (for the bees) and place it in your yard, front stoop, or wherever it will reduce car traffic. #Bollards
Epoxy will make sure no one steals it from the yard or the newly protected bike lane.
