From the same sunset and viewing deck on the Chiba side of Tokyo as befoer. They send a security guard to kick out anyone with a tripod, so bring a beanbag to stabilize your camera. Years ago I loosely filled gallon ziplocks with a few kgs of cheap rice, and sewed fabric bag covers for them. They've been used so many times since then, because that no tripod rule is the rule and not the exception for a lot of beautiful places in this city.
