The Tennessee Supreme Court has ruled that the Tennessee Governmental Tort Liability Act (#TGTLA) does not remove sovereign immunity for gross negligence or recklessness.
Of note is Justice Holly Kirby's concurrence, which questions "whether we should continue to apply the public duty doctrine and the special duty exception," and says she would consider it in the future.

The #BillLee Administration really doesn't like responding to #Tennessee Public Records Act requests.
"In January of last year, Stephen Elliott and Nashville Scene parent company FW Publishing filed a public records lawsuit against the state. This week, almost precisely a year later, the Davidson County Chancery Court ruled on behalf of Elliott and FWP, ordering that Gov. Bill Lee’s office release withheld documents pertaining to a no-bid contract."
