The Tennessee Supreme Court has ruled that the Tennessee Governmental Tort Liability Act (#TGTLA) does not remove sovereign immunity for gross negligence or recklessness.

Of note is Justice Holly Kirby's concurrence, which questions "whether we should continue to apply the public duty doctrine and the special duty exception," and says she would consider it in the future.
