As I understand it, Chicago ALREADY HAD a tunnel system for deliveries. But it fell out of use in the 1950s or so, and they started letting trucks deliver right to doorways. Traffic is far worse now, so the deliveries park in moving traffic lanes. That would seem to also be unsafe for the driver.
When the #Chicago tunnels flooded in the 1990s, we were all reminded the delivery #tunnels were there. Unfortunately, at that point, a lot of people probably closed off access to them (out of fear of future flooding), instead of embracing the idea of USING them again.
Would there be a way to put them back in use today? I don't know.
