If we take the yearly Expected Death, divide by 365 (days in a year) and multiply by 152 (days in Jan-May) we get:

To find the mortality rate for 2019, the last year we could possibly call normal, for example, I'll use this handy Mortality Rate Calculator https://www.omnicalculator.com/health/mortality-rate

Here's a screenshot of that. So the Mortality Rate for 2019 is .0085

If they are using, say, 2019 (pre-Covid) as the "normal" expected deaths, that makes sense and indicates that we expect to get back to that normal...

The ratio between deaths and individuals in a specified population and during a particular time period.
