Even if the report is fair and truthful, it sounds as if it will fix nothing. The #church needs individuals punished so others learn a lesson. New rules could be useful, but OTOH everyone knew that what #TheodoreMcCarrick did was gravely wrong.
Maybe restore the #inquisition to investigate internal affairs...
