I recall reading somewhere that the movement of each of these "self driving cars" is monitored by a human somewhere.

So, why can't that person be cited for the violation(s) committed by such vehicles.

And, if a "self driving car" cannot be cited because technically there is no "driver" to cite, can anyone w/a Tesla (or other EV) w/an autonomous mode evade a citation if s/he can prove that the car was in that mode when the violation occured?

If not, then why can't the Cruise/Waymo "monitors" be so cited?
