I think #Bruxellesmabelle should close the small ring for cars except 1 lane riding (and at times one lane parking/loading) in each direction and use the space for pedestrians, bikes, and the tunnels for a more comprehensive #Stadtbahn / #Sneltram / #tramrapide system.
