The PI is only for the plaintiff parties but it would likely preclude enforcement.

I have seen this asked a bunch, so here’s the deal:
The laws don’t violate HIPAA because HIPAA explicitly allows breach of privacy to meet state and local legal requirements. This is the same reason the abortion reporting laws don’t violate HIPAA.

In many states, medical staff must report child abuse, certain violent felonies, and in some cases, sexual assault or domestic violence. HIPAA allows this. These more recent reporting laws are abhorrent, but likely do not violate HIPAA.
