No...he's appointing a special counsel because he knows there're chargeable offenses, but he doesn't want the Democratic 2024 Presidential candidate's Justice Dept to directly oversee the criminal investigation of the GOP 2024 Presidential candidate. He's trying to salvage what's left of our democracy.
