Trying to brainstorm some concrete setting information for my Jobs and Phantomly Services, Social Worker to the Paranormal, hack for #cortexprime

I know that the players will work as the social workers, and I know that I want to structure a small to medium sized county level office, where things like keeping the lights on become matters of "did we impress the right person last week to keep our budget". Some can wait until the group, but I'm trying to get the basics.
