I note that the apology is for the manner or tone of expression not the calling out. Unfortunately the headline could seem to suggest it was more substantial. RSPB's PR need to take note.
They stand by indicating that the gov't promised things they are not delivering and that the ministers concerned falsely claim they are fulfilling their pledge.
That walks and quacks like a duck...
