1st: the 1.5 mile "jump" rule (>=1.5 mile buffer of completely undev'd woods or plains or farmland, etc.). 2nd situation is the megalopolis case: UAs can be split up in situation of significant internal commuteshed.
Not sure yet which 🤔 situation precipitated Stillwater MN being it's own UA. We'll know more when USCB shows us the maps.

For example, now & also before, Census would rope in edge developments that were 0.5 - 2+ miles beyond the developed core of a metro. But what is the allowed limit? We advocated for a frugality: a 1.5 mile limit. Development >1.5 mi outside a contiguous Urban Area should be recognized separate.
2nd: We weighed in large urban areas swallowing up smaller ones.
