I don't know who needs to hear this but DO NOT submit the standard USAJOBS form resume. No hiring manager wants to be forced to glean nuggets out of that 5-10 pages of wall-of-text trash. Make a clean, neat, targeted, edited, BRIEF 2-page resume and upload that to your job applications. Get help if you need help. Ensure target keywords are in it. Don't include paragraph-long discussions of jobs that have no applicability.

In my opinion, some of the important things:

1. Using the same keywords as in the advertisement
2. Connecting experience to the specific requirements in the ad
3. Explicitly connecting education/coursework/experience to the education requirements (no matter how obvious it seems)
4. If they ask for self rankings, rate yourself in comparison to the average person, not the average expert or average colleague
