A sheet of black construction paper reflects roughly 10% of the light to falling on it. A new car tire reflects just over 1% of the ambient night. All the fish osborn and colleagues measured had a reflectance of <1%. The blackest fish they studied had around the same reflectance as the blackest human engineered material, called vanta black, constructed from carbon nanotubes.

remember the bullshit around vantablack and it being exclusively licensed to a single, shitty artist? well I just discovered that a guy named Stuart Semble made an affordable alternative he calls Black 2.0, and he's now followed it up with something called Black 3.0, and an insanely reflective white called White 2.0. If you work in physical media, I imagine this is stuff you're going to want to play with yourself.
