Why did it take until 2023 to declare "Milad El-Halabi was not duly elected as a councillor for Merri-bek City Council" and that "Mr El-Halabi benefited from ballot tampering"?

Thomas O’Reilly has been elected as a councillor for Harvester Ward within Brimbank City Council, after the Victorian Electoral Commission conducted a countback of votes at 10 am on Monday 23 January.
The election manager, Lisa Osborne, today declared the result after a countback of votes from the general election held in October 2020.
Only those candidates who were unsuccessful at the general election and who were still eligible to be elected were included in the countback process.
The extraordinary vacancy arose due to the election of Councillor Trung Luu to the Victorian Parliament."
