No, it’s not a man being attacked by babies.

The official title of this sculpture is "Mann jager fire genier" meaning "Man chasing four geniuses" but this may be a mistranslation; geniuses could mean genii.

It was created by Gustav Vigeland and resides in the Vigeland Statue Park in Oslo, Norway

There's lots of other statues of naked figures doing similar strange things, but none is stranger than this one in my opinion.
