For local elections in May this year, voters in Britain will have to bring photo-id for the first time. This has been strongly criticised, since it may lead to people being unable to vote - especially young & disadvantaged people, who are statistically less likely to vote Tory. Now it seems that records will not be kept of those refused a ballot due to lack of id, making it harder to measure negative effects of the change.
