The survey was conducted by #yougov , a highly reputable polling firm. It asked about the reasons for not voting. Unprompted 4% of respondents gave #voterID requirements; prompted 7% did. Although full #voterturnout figures are not yet available it would be extraordinary and unprecedented for it to be more than a half in #LocalElections which did not coincide with a #GeneralElection. So the non-voters would have made up at least half of the electorate. Thus the effect has to be 2% at least.
