Four water #bills have been introduced which, taken as a whole, would give the #WaterBoard sharply increased powers to enforce the #PublicTrust doctrine, levy stiff fines for unauthorized #diversions and force holders of #WaterRights, even those dating back to the 19th century, to prove their validity.

Senate Bill 389, Assembly Bill 460, Assembly Bill 1337 and Assembly Bill 676.
