“Let’s advertisers measure how they’re doing without associating ad activity with you.”

This is an implementation of “Private Click Measurement” which allows advertisers to track your clicks across websites in an allegedly anonymous way.

If you go to Settings > Safari under the “Privacy & Security” and uncheck the “Privacy Preserving Ad Measurement” option.
