Peasants are frequently disaffected, but they rarely revolt. They are usually passive spectators of political struggles. Peasants often harbor a sense of injustice, but this needs to be given shape and expression. Thus peasant wars are generally initiated by a fusion of disaffected intellectuals or military leaders, and rural supporters. Moreover, peasantry will rarely join an uprising until the superior military forces of the rulers have been neutralized.
