It can, but anything can be disguised as something else.

Also leaders can become corrupted the longer they are in power. Its why many #democracies have limits on the number of years a leader can serve. Leaders often begin to lose touch.

#Sortition is another way of avoiding #corruption from long tenures. Its a method from ancient Greece which involves the random selection of people, who vote on #wickedProblems. They're often called #citizensJuries today.
