I think the siren on #YomHaZikaron is taken more "seriously", but even then, I don't think everyone stops. As a child, I vividly remember being shown videos of entire highways coming to a standstill during the sirens. Not sure if things have changed over the years or if those videos were just non-representative to begin with.
