The cells you see here are specialized glia cells called Müller Glia, which fulfil many important functions and link to neurons and blood vessels in the eye.

The image you see shows Müller Glia contacting photo receptors on the top, their interaction zone with neurons as a band in the middle, and their contact region to blood vessels at the bottom.
